International applicants must follow the procedures described in the how to apply section and satisfy the following requirements:
English Language Proficiency
International applicants must show proof of language proficiency through one (1) of the following three methods:
- Test of English as a Foreign Language (TOEFL) Score: Minimum Score: 88 (Internet based)
- International English Language Testing System (IELTS) Score: Minimum Score: 7.0 overall band score
- Degree from certain English-speaking countries: A bachelor’s degree or higher from a regionally accredited U.S. institution or the equivalent from an institution in one of the following countries: Australia, Canada (excluding Quebec), Ireland, New Zealand, or the United Kingdom.

U.S. Government regulations require that the University of Oregon verify the availability of sufficient financial support for non-immigrant students before a Certificate of Eligibility (Form I-20 or DS-2019) can be issued. Admitted students must provide financial documents (e.g., Graduate Employee (GE) positions appointment contract, scholarship award letter) and/or bank statements to the Office of Admission.
